It takes at least 100* Trillion Dollars spent in research to add 50 years to humans lifespan. I doubt he ever can spend much more than $1B. Note that $5B is necessary to develop and design a single medicine.
Sometimes putting some form of number / quantification helps - or is necessary to make certain arguments. A simplistic number is better than naïvity of neglecting the number. Logic without numbers is sometimes absurd.
I tent to think increasing the rate of expenditure can speed up the process.
Only the governments can spend this much. Hoping a billionaires to be able accomplish this is naïve.
